企业离退休人员的养老金为什么在一些地方不能及时足额发放,出现拖欠等问题呢?原因是多方面的,其中基金收缴困难是十分突出的一点,有相当一部分企业拒缴、拖欠、漏缴养老保险费及其它社会保险费,使社会保险统筹成了“无源之水”,离退休人员的“活命钱”也便没了着落。 这里刊发的浙江省嘉善县一篇关于养老保险工作中困难和问题的分析报告,真实地反映了当地一些企业对这个关乎千家万户职工的事业的不正确的态度和言行,他们打着“改革”的旗号,为了私己之利而不愿意为“改革”的健康稳定发展尽力。虽然文中的材料数据有一定局限性,但它所反映的问题却在全国很多地方都存在,具有很大的普遍性,值得各方面认真思考,并尽快拿出相应的解决办法来。
