湖北省鄂州市是一个城乡一体的省辖中等城市,辖4个街道办事处和4个农村县级行政区,共28个乡镇和1个国营农场,农村人口80万余人。为了全面发展农村卫生事业,在市委、市政府的重视支持下,鄂州市卫生局从1991年开始,分三个阶段实施三项系统工程,使农村卫生事业出现了翻天覆地的变化。乡镇卫生院和防保站(组)整顿建设走在全省前列,第一轮整建已经完成,迎来了全省现场会在鄂州市召开和卫生部有关领导的好评。农村初级卫生保健工作于1996年在全省率先以地市为单位全面达标、成为湖北省人民政府表彰的先进单位之一。1997年,全市又顺利完成了以乡镇为单位“初保”的全面达标,截止1997年底,全市农村镇、村一体化管理率和甲级村卫生室覆盖率已
Ezhou City, Hubei Province is a medium-sized city with a unified urban and rural jurisdiction. It administers 4 sub-district offices and 4 rural county-level administrative regions, a total of 28 townships and 1 state-owned farm, and has a rural population of 800,000. In order to fully develop the rural health undertakings, with the support of the municipal party committee and the municipal government, the Ezhou Public Health Bureau has implemented three system projects in three phases since 1991, which has brought about drastic changes in rural health undertakings. Township health centers and anti-insurance stations (groups) took the lead in rectifying the construction of the province. The first round of construction has been completed, and the province’s on-site meeting was held in Ezhou City and the relevant leaders of the Ministry of Health praised it. Rural primary health care work took the lead in the province as a unit in 1996 and became one of the advanced units commended by the Hubei Provincial People’s Government. In 1997, the city successfully completed the “primary insurance” standard in towns and townships. By the end of 1997, the integrated management rate of rural townships and villages in the whole city and the coverage of Grade A village clinics had been completed.
