清华大学将党建骨干分为德育助理、党支书、党支委三类群体,对应工作机制、培养体系、激励机制三项工作维度,在学校、院系、党支部三个层面,建立党建骨干培养三维工作体系。该体系在工作理念、工作机制、工作载体等方面不断创新,形成了职责明确、分工合理、配合有力的党建骨干队伍工作体制;健全了党建骨干队伍培养体系;完善了党建骨干队伍的考核、评优等激励机制。
