地处塔克拉玛干大沙漠最南缘的和田地区,是个严重干旱缺水地区,同时也是国家重点扶贫的“边、贫、少”地区,是典型的农业地区,农业产值占地区国民生产总值的80%以上。而和田地区又是一个地少人多(人均耕地不到二亩)、自然灾害(尤其是干旱、风沙)非常严重的地区,年降水量仅为32毫米(1994年全年降水量),干旱这一影响农业发展的最大自然灾害,制约了和田地区的农业发展。因而怎样一方面充分利用有限的耕地资源来确保增产增收,另一方面又要想方设法将干旱等自然灾害对农业的危害控制到最低限度,成了每年和田地区各级领导常抓不懈的工作。
