The Social Impact of the Reform Process The collapse of the socialist economic system in Central and Eastern European countries and the ensuing reform process that began in the last two years have led to a sharp drop in production. Production in the countries that carried out the reforms in 1989 dropped by an average of 2 per cent, followed by an acceleration of 10 per cent in 1990 and 14 per cent in 1991; thus, output declined by about 25 per cent since 1988.
