各省、自治区、直辖市及新疆生产建设兵团安全生产监督管理部门,各煤矿安全监察局及北京、新疆生产建设兵团煤矿安全监察办事处,中央管理有关企业:根据《安全生产法》的有关规定,为全面掌握重大危险源的数量、状况及其分布,加强对重大危险源的监督管理,有效防范重、特大事故的发生,2003年11月以来,国家安全生产监督管理局(国家煤矿安全监察局)(以下简称国家局)在河北、辽宁、江苏、浙江、福建、重庆、广西、甘肃开展了重大危险源申报登记试点工作。《国务院关于进一步加强安全生产工作的决定》下发后,各地认真贯彻落实,陆续开展了重大危险源普查登记和监控工作。为加强管理,统一标准,规范运行,现对开展重大危险源监督管理工作提出如下指导意见。
