在改革开放进程中,始终存在着要不要实现公有制的主体地位,特别是发挥国有经济主导作用的争议,但国有经济是社会主义基本经济制度的核心。在国有经济主导作用问题上,存在的争议也不是没有一点缘由,主要是相当一批处于竞争性产业中的国有企业,效益仍不理想,特别是其资本产出率不如非公企业。这不在于所有制,问题的症结还在于国有企业改革的不到位。因此,要进一步完善国有企业改革,更好发挥国有经济的主导作用。
In the process of reform and opening up, there always exists the question of whether or not to realize the dominant position of public ownership, especially the leading role of state-owned economy. However, the state-owned economy is the core of the basic economic system of socialism. The controversy over the leading role of the state-owned economy is not without its own cause. The main reason is that quite a number of state-owned enterprises in competitive industries have not achieved any satisfactory results. In particular, their capital output rate is not as good as non-public enterprises. This is not about ownership. The crux of the problem lies in the fact that the reform of state-owned enterprises is not in place. Therefore, we must further improve the reform of state-owned enterprises and give full play to the leading role of state-owned economy.
