五年以来,我国和苏联及各人民民主国家的经济合作日益紧密,贸易关系不断发展,这种关系的发展与巩固,促进了新的民主世界市场的繁荣与扩大,并使整个和平民主阵营的经济力量日益强大,人民生活水平不断提高.我国在加强和兄弟国家之间经济合作的同时,对于世界其他国家,不论其社会经济制度如何,不论其和我国有无外交关系,我们也愿意在平等互利的基础上,和它们恢复并发展相互之间的贸易往来与经济联系.
