制定国家基本药物,是卫生部“八五”期间的重要工作之一。目的在于加强药品生产和使用环节的管理,保障人民群众安全、有效、合理地用药,减少药品浪费,有效地利用国家有限的卫生资源,完善医疗制度。国家基本药物是指从我国目前临床应用的各类药物中,经过科学评价而遴选定的,是各类药物中具有代表性的药品。遴选原则是:临床必需、安全有效、价格合理、使用方便、保证供应、中西药并重。现将首批出台的抗感染和心血管两类国家基本药物介绍如下。基本药物的中文名,采用卫生部药典委员会编写的《药名词汇》(1991年版)所列中文药名,括号内为药典、部颁标准名称;外文名采用 WHO 公布的国际非专利药品名称(INN),括号内英文名为非“INN”名称。为节省篇幅,略去剂型一栏。
The formulation of a national essential drug is one of the important tasks of the Ministry of Health during the “Eighth Five-Year Plan” period. The purpose is to strengthen the management of the production and use of pharmaceuticals, guarantee the people to use drugs safely, effectively and rationally, reduce drug waste, effectively utilize the limited national health resources and improve the medical system. The national essential medicines refer to those medicines which are selected from various kinds of medicines currently used clinically in our country and scientifically evaluated. They are the representative medicines of various kinds of medicines. Selection principle is: clinically necessary, safe and effective, reasonable prices, easy to use, to ensure supply, both Chinese and Western medicine. Now introduced the first batch of anti-infectives and cardiovascular two kinds of national essential medicines are as follows. The Chinese name of the essential medicines is the Chinese name of medicines listed in the “Pharmacopoeia Glossary” (1991 edition) written by the Pharmacopoeia Commission of the Ministry of Public Health. The names in the brackets refer to the pharmacopoeias and ministerial standards. The names of foreign names adopt the names of the international nonproprietary names INN), the English name in brackets is not “INN” name. To save space, omitted form a column.
