电子政务不仅仅是信息技术的简单应用,目的是要利用信息技术进行行政,要满足政府、企业、公民的需求。本文思路力求突破技术应用的单一角度,从提高电子政务满足政府、企业、公民需要的能力——电子政务质量角度出发,以电子政务平台、业务流程设计、电子政务组织设置和人员培训为主线,针对电子政务的应用和发展存在的问题,提出提高电子政务质量的对策,为电子政务应用和发展提供一种崭新的思路。
E-government is not only a simple application of information technology, the purpose is to use information technology for administration, to meet the needs of governments, businesses, citizens. From the perspective of improving the e-government’s ability to meet the needs of the government, enterprises and citizens - from the perspective of the quality of e-government, taking e-government platform, business process design, e-government organization and personnel training as the main line, In view of the problems in the application and development of e-government, this paper puts forward the countermeasures to improve the quality of e-government and provides a brand-new mentality for the application and development of e-government.
