I. Leading Industries with Comparative Advantage in the Western Region The leading industries in the western region that have comparative advantages in certain areas in China and even in the world are mainly as follows: First, the western region has the absolute advantage of developing hydropower industry. 70% of China’s hydropower resources are concentrated in the upper reaches of the Yangtze River, the Yellow River and the Pearl River in the western region and its tributaries. These resources can not be moved, they can only be developed in the western region and then sent eastward.
