西部地域辽阔,自然资源丰富,有巨大的潜在市场,为国民经济的发展提供了广阔的空间。西部是少数民族聚居比较集中的地区,西部经济、文化、科学的发展和人民生活水平的不断提高为保持西部地区政治和社会稳定,促进民族团结和保障边疆安全具有重大的现实意义和战略地位。 西部大开发是中央的战略,是进一步贯彻中央十五大和十五届四中全会精神的重大举措,江泽民同志在视察新疆时指出,新疆实现资源优势向产业和经济优势的转换,是我国21世纪新的经济增长点.为此,新疆的发展成为西部区域开发的重要组成部分。
The vast territory in the west, rich natural resources and huge potential market provide a vast space for the development of the national economy. The western region is a region where ethnic minorities live in relatively concentrated areas. The economic, cultural and scientific development in the western region and the continuous improvement of people’s living standards have great practical significance and strategic status in maintaining political and social stability in the western region, promoting national unity and safeguarding border security. The great development of the western region is a central strategy and a major measure for further implementing the spirit of the 15th Central Committee of the CPC and the Fourth Plenary Session of the 15th CPC Central Committee. Comrade Jiang Zemin pointed out during his visit to Xinjiang that transforming Xinjiang from a resource superiority to an industrial and economic superiority is a Century new economic growth point.To this end, Xinjiang’s development has become an important part of the development of the western region.
