In 1997, it was the second year that the provincial party committee and the provincial government determined that the reform of the joint-stock system had been turned from the pilot to the surface. Under the leadership of the provincial party committee and the provincial government, the province’s economic restructuring department, together with related departments and enterprises at all levels, worked together to follow the basic principle of “proactively promoted and strictly regulated,” and fully over-achieved the objectives set by the provincial government.
