要解决我国的水问题,关键在于应当建立起通过市场配置的水权交易制度。很多其他国家已建立起了以水权交易制度作为核心的水资源管理体制,发展了成熟的水市场,而在我国,水权制度改革处于萌芽阶段,没有形成完整的水权交易制度。因此,水权交易制度的构建是我国市场经济发展过程中亟待解决的新问题。
The key to solving the water problem in our country lies in the establishment of a trading system for water rights through market allocation. Many other countries have established a water resources management system with the water rights trading system as the core and developed a mature water market. However, in our country, the reform of the water rights system is in the embryonic stage, and no complete water rights trading system has been formed. Therefore, the establishment of water rights trading system is a new problem to be solved in the process of market economy development in our country.
