政府职能定位不合理,事业单位同其上级主管部门的关系模糊不清,事业单位的积极创收与政府的薄弱约束等问题,是推进事业单位改革进程中必须解决的原则性问题。因此,实现政府职能与市场职能的合理分工,理顺上级主管部门与事业单位的关系,规范事业单位的创收行为,是深化事业单位改革的必然途径。
The unreasonable positioning of government functions, the unclear relationship between institutions and their competent departments, the positive revenue generation of institutions and the weak government constraints are the principles that must be solved in the process of the reform of public institutions. Therefore, to achieve a reasonable division of labor between government functions and market functions, to rationalize the relationship between higher authorities and institutions and to standardize the revenue-generating behaviors of institutions, is the inevitable way to deepen the reform of public institutions.
