具有40多年历史的上海市药品检验所在五、六十年代十分重视药检人才的引进和培养,但在七十年代后期,由于种种原因,出现了人才老化和断层现象,仅1984~1990年短短六年时间里就有41名此期间进所的大学本科毕业生出国不归或跳槽至三资企业。九十年代初,药检所高层次人才及学科带头人匮乏,成员学历及年龄结构不合理,专业人员年龄老化,甚至所级和中层领导接班人后继乏人等问题日益突出。 此种情况迫使市药检所一次又一次延长在职领导及专业人员的退休年龄。自90年代以来,我所开始重视人才引进,经
