全市招商引资排在第一位的是瑞安市。瑞安通过引进一家企业带动一个新型产业的兴起的思考,堪称“一号工程”的神来之笔。而经济总量较小的两个县：泰顺和洞头,各自凭借山海优势,展开卓有成效的引资,相继完成全年部分引资任务。他们以小见大的气魄和雄心,非常值得其他县(市、区)学习。温州经济技术开发区的引资,已经进入新的阶段：他们从过去单纯的“引资”,进入了“选资”,“聚焦大外资、锁定大项目”,把“一号工程”引向新的高潮、新的境界。
