对积极财政政策的内在局限必须予以清醒认识 以增发国债、扩大公共投资为主要特征的积极财政政 策的连续实施,对扭转经济减速发挥了举足轻重的作有。但 是,积极财政政策毕竟是在特定背景下采取的应急措施,难 以作为增强经济发展后劲的长久之计和根本之策。应该清 醒地认识到积极财政政策的局限性,不宜将其固化为长期 性政策。
The inherent limitations of a proactive fiscal policy must be clearly understood. The continuous implementation of a proactive fiscal policy featuring the issuance of national bonds and expanding public investment has played a pivotal role in reversing the economic slowdown. However, after all, the proactive fiscal policy is a contingency measure taken under a specific background and can hardly serve as a long-term solution and a fundamental solution to enhance the stamina of economic development. We should clearly recognize the limitations of a proactive fiscal policy and should not consolidate it into a long-term one.
