党的十三届三中全会确定了“治理经济环境,整顿经济秩序,全面深化改革”的指导方针,并决定将认真治理经济环境、整顿经济秩序作为今明两年改革和建设的重点。在这样一个大环境下,如何认识和分析形势,如何正确选择科技工作发展战略和深化改革的措施,是摆在科技界同志们面前的一个重要课题。是困难大于机遇,还是机遇大于困难?是等待环境的好转,还是发挥自已的优势,为治理整顿作出应有的贡献?治理整顿对科技工作提出了新要求,也提供了良好的机遇,为科技长入经济提供了广泛的需求。关键的问题是,要抓住当前有利时机,统一认识,树立信心,采取措施,克服困难,就一定能够开创科技长入经济的新局面。尽管目前我们遇到了一些困难,但毕竟是暂时的,而有利因素是决定性的,并且会长期起作用的。这些因素包括:
