盛京,作为清朝的陪都,清政府在该地区施行迥异于内地直省的特殊统治措施,设立驻防将军、奉天府及盛京五部等机构实行统治。机构众多,职掌重叠,造成各衙门之间行政关系复杂,而现今学术研究中鲜有关于其职掌与行政关系较全面的介绍。本文以盛京将军、盛京五部及奉天府三个衙门为主,介绍其职掌;以刑名案件的处理过程为例,分析各衙门之间的行政关系,探究盛京地区职官设置的特点及原因。
As a capital of the Qing Dynasty, Shengjing adopted the special governing measures in the area that were different from the direct provinces in the Mainland and set up the generals such as the garrison generals, Fengtianfu and Shengjing five. There are many organizations with overlapping supervisors, resulting in complicated administrative relations among the Yamen. However, there are few present academic researches on the relationship between their work and administration. In this paper, the chief executive Sheng Jing, Shengjing five and Fengtian government three yamen mainly introduce their work; the handling of criminal cases as an example, analyze the administrative relations between the yamen, explore the characteristics of government officials set Shengjing And the reason.
