当前学前教育市场存在着典型的“信息不对称”问题。问题的产生主要是由于家长在评价学前教育质量时存在技术上的困难:学前教育信任品的特征导致家长很难获取托幼机构质量信息;同时,家长考察托幼机构教育质量的动机还会受到除质量以外其他因素的影响。要将学前教育市场“信息不对称”产生的消极影响最小化,政府需要积极介入,承担必要的职责,以合理的制度设计来解决相关的问题。
