结合新形势新任务的需要,建立完善一套行之有效的惩防体系,从思想上、制度上、管理上实施有效教育、监督,是从根本上减少或杜绝腐败,净化社会风气,推进党风廉政建设的重要措施。本文针对近年来党风廉政建设和反腐败斗争面临的新情况,从如何搞好教育、健全制度、加强监督三个方面进行了论证研究。
