8月份召开的十二届全国人大常委会第十六次会议对资产评估法草案进行了第三次审议,距二审已时隔两年之久。按照立法法的规定,法律案搁置审议满两年的将终止审议,再次激活透露出该法立法难度值颇高。2013年8月资产评估法草案二审后,面向社会公开征求意见,一个月内收集的意见高达32642条。两年来,围绕资产评估法草案的争论也从未间断。草案三次审议稿有了不少变化,但从委员审议意见不难看出争议还是不小。全国人大法律委员会副主任委员丛
The 16th meeting of the 12th NPC Standing Committee held in August examined the draft of the Assets Appraisal Law for the third time, two years after the second instance. According to the provisions of the Legislation Law, the law case will be suspended for two years after it is scrutinized for review. Once again, it is revealed that the legislative difficulty of the law is quite high. After the second trial of the draft assets appraisal law in August 2013, it solicited opinions from the public and up to 32,642 opinions were collected in a month.
