瑞安市境内共有45座大小各类水电站,总装机容量4.83万k W,年发电量1.2亿k W·h。由于长时间的运行,不少电站已经渐渐产生了隐患,近些年,台风等自然灾害频发,安全生产责任越发显得紧迫。水利部要求深入开展安全生产标准化建设,在2015年底前,要实现农村水电企业全部达标的目标。为此,根据上级的要求,瑞安市水利局积极响应,在浙江省范围内率先开展农村水电站标准化建设工作,并提出了电站标准化创建的总体要求是“安全、高效、创新型”。在农村水电站安全生产达标评级上,瑞安市水利局进行了积极探索,管理指标量化细化,水电站管理水平得到了大大提升,使农村水电站管理水平迈上新台阶。

On the safety standards of rural hydropower stations, Ruian Water Resources Bureau actively explored, quantified the management indicators, greatly improved the management level of hydropower stations, and brought the management level of rural hydropower stations to a new level.
