●私营经济,是当代中国社会生产力的一个重要因素。●私营经济在迅速发展的同时,也出现了不少令人注目的问题。然而有些问题,如假冒商标、偷税漏税、行贿购销等,是当前社会经济生活中比较普遍的问题,并非私营经济所特有,不能只打私营经济的板子。●只要允许私营经济存在,社会分配不公状况就必然存在。私营企业主高收入引起的分配不公的社会震荡,相当程度上是由于公有制经济仍处在“大锅饭”与低收入这一状况激起的。●完善税收体制,健全工商管理制度是引导私营经济健康发展的基本经济杠杆和重要条件。●对私营企业的治理,应放到社会经济大环境上来。在公有制经济活力不大的情况下,私营企业的活力和它的大量消极影响同时存在。加速公有制经济的改革,是引导私营经济健康发展的关键性条件。
The private economy is an important factor in the social productive forces in contemporary China. ● While the private economy is developing rapidly, a number of remarkable issues have also emerged. However, some issues such as counterfeit trademark, tax evasion and tax evasion, bribery buying and selling are the more common problems in current social and economic life. They are not peculiar to the private economy. They can not just play the board of private economy. As long as the private economy is allowed to exist, inequitable social distribution inevitably exists. The social turmoil caused by unfair distribution caused by the high income of private entrepreneurs is due in no small part to the fact that the public-owned economy is still under the circumstances of “big pots” and low incomes. ● Improving the tax system and improving the system of business administration are the basic economic levers and important conditions for the sound development of the private economy. ● Governance of the private sector should be put into the social and economic environment.
