为了补充中国人民解放军退伍兵员的缺额及逐步推行义务兵役制,加强国防力量,保卫社会主义建设,一九五四年九月中央人民政府政务院公布了关于征集补充兵员的命令,并分配了我省征集补充兵员名额。此次征集补充兵员工作是国家社会主义建设中的一项重要措施;它关系到国防现代化的建设,关系到广大人民群众的切身利益,也关系到作为人民民主专政的基础的工农联盟的巩固。同时,此次征兵工作也是我国将要普遍推行的义务兵役制的开端和试行。义务兵役制的实行,将为国家积蓄大量经过训练的预备兵员,满足战时保卫国防的需要;也由于有了强大的预备兵员,国家才能在平时适当地缩减现役军人的数量,以节省人力物力,加强国家的经济建设;同时,实行义务兵役制,也可以适合人员羣众合理分担兵役义务的要求,可以使部队顺利推行各种正规制度,加速人民解放军的正规化建设。但是,实行义务兵役制是我国兵役制度上的重大改革,我们还缺乏经验,因此,以义务兵役制代替以前的志愿兵役制必须采取逐步过渡的办法;这次征集补充兵员,就是这样的一种过渡办法。这项新的重大的工作,将深刻关系到今后地方工作的进行,做得好,对地方工作将是一个推动;做不好,就会使地方工作在一定时期中处于被动。因之,我省各级政府和全体国家工作人员必须充分重视,坚定信心和决心,以负责的精神和慎重的态度,全力把它做好,为今后义务兵役制的顺利实施建立一个良好的开端。
