高新技术产业是当今世界推动经济社会发展的主要力量,是体现一个国家或地区综合实力和发展潜力的重要标志。我省是科技大省,2008年全省高新技术产业实现工业增加值520亿元,增长22%,通过实施1200项高技术产业化重点项目,培育了一批高技术骨干企业已成为全省经济新的增长点,西安市被国家确定为全国六大综合性高技术产业基地之一。从立法的高度支持高新技术产业发展,将研究开发、成果转化、产业化全过程纳入法制化管理的轨道,有利于有效规范参与高新技术产业发展活动的产、学、研、政和全社会范围内整合科技资源,形成以法律形式推进高新技术产业发展的合力!在国家尚未出台规范高新技术产业发展的法律法规的情况下,陕西省人民政府提请省十一届人大常委会第十一次会议审议《陕西省高新技术产业发展条例(草案)》,委员们根据相关条款提出了重要的修改意见,强调要充分发挥我省科技资源优势,提高科技成果转化水平,制定优惠政策,设立专项资金,为促进高新技术产业化提供和完善各种服务。
