“亲爱的同胞们!……鉴于独立国家联合体成立后出现的局势,我决定停止行使苏联总统职务。”1991年12月25日莫斯科时间19时,戈尔巴乔夫最后一次作为苏联总统发表电视讲话。随后,克里姆林宫顶楼上的苏联国旗徐徐落下,俄罗斯的白蓝红三色旗悄然升起,一个横跨欧亚大陆的超级大国就这样无声无息地消失了。一个陌生而又似曾相识的国家——新俄罗斯,以及其他11个让人一时叫不出名字的新独立国家,出现在世人面前。
