近期,新一轮住宅限购政策成为社会新闻热点。从理论上分析,市场经济条件下,常常会出现“市场失灵”的现象,客观上需要政府通过“有形之手”进行校正。也即通过经济政策和宏观调控进行调整,调控手段包括经济手段、行政手段和法律手段。房地产市场亦如此,其中行政手段一般可称为限制性政策,当前热门的住宅限购令,即为典型代表。
