防汛工作,关系到人民生命财产和社会稳定的大事,对工农业生产和国民经济的增长具有十分重要的意义。为此必须高度重视防汛工作,打好每年一度的防汛硬仗,笔者认为做好以下几项工作十分必要。 一、汛前查险要落实 每年3、4月份,县政府配合水主管单位要对全县的度汛工程进行汛前检查,发现险情及时处理。为做好查险工作,必须组织专业队员查险与群众普查相结合,构建“宝塔形”查险框架,即形成县、乡、村、组四级查险网络,重点度汛工程由县组织专业人员查险,群管工程由乡(镇)组织村、组查险,做到全民参与,人人有责。
