中国社会科学院副院长刘国光在《人民日报》发表长文,从理论上对治理整顿与深化改革的关系提出了“若干思考”.刘国光认为中国在治理整顿的同时,应逐渐加大深化改革的份量,这是当前面临的一个重要课题.刘国光认为,治理整顿本身,单靠强化行政性措施是不行的.比如用政府补贴的办法限制物价,可以收到物价稳定一时的效果,这会加大财政赤字,不利于总量平衡;又会加深价格的扭曲,不利于结构调整.这种单纯行政办法显然难以持久.
