国务院办公厅1989年5月转发国家教委等部门《关于发展特殊教育若干意见的通知》指出:“各级各类特教学校都应贯彻执行德、智、体、美、劳全面发展的方针,在对残疾学生进行思想品德教育、文化教育和身心缺陷补偿的同时,切实加强劳动技能和职业技术教育,为他们参与社会生活,适应社会需要创造条件。”贯彻落实这一重要决定,提高盲聋哑学生就业能力和社会适应能力,当前的关键是积极发展盲聋哑职业技术教育。
