农村最低生活保障制度是我国农村社会保障制度的重要一环,对实现我国农村持续稳定发展具有重要的意义。基于此,结合我国目前农村最低生活保障制度的立法现状,分析我国农村社会最低生活保障制度的基本原则、保障的标准和对象、资金的筹集、申请和发放以及监督管理方面,发现我国最低生活保障制度存在立法层面不高、保障标准较低、保障范围较窄及资金筹集渠道单一等问题,据此提出解决的一些具体思路和设想。
The rural minimum living guarantee system is an important part of the rural social security system in our country and is of great significance to the sustained and steady development of rural areas in our country. Based on this, combined with the current legislative status quo of the rural minimum living security system in our country, the author analyzes the basic principles, standards and objects of protection, raising, applying for and issuing of funds and supervision and management of the minimum living security system in rural areas of our country, There are some problems in the system such as the low legislative level, the low standard of protection, the narrow scope of protection and the single channel of fund-raising. Based on this, some concrete ideas and assumptions are put forward.
