上海是全国较早开展基层精神疾病防治工作的地区。上海市精神卫生中心于1972年起先后对市区及郊区部分工厂、农村、街道的400余万居民进行了精神疾病的流行病学调查,同时分批培训了非专业的精神科防治人员,建立了精神病防治三级网(市级精神病防治院——区/郊县精神病防治院或站——街道/乡村精神病防治点),从而使上海市的精神疾病防治形成了
