乡镇企业产权制度改革之后,企业的性质、投资主体、股权构成均发生了很大变化,投资多元化、产品市场化、法人治理结构法律化的格局正逐步形成。企业不再是政府的“附属物”,以行政隶属关系联结的企业管理体制正在失去作用,镇政府和合作经济组织对企业已不能延用传统的直接的方法实施管理,必须构筑以产权为纽带、合乎法律、适应社会主义市场经济的新的管理体系。本文就镇政府和合作经济组织如何从传统的企业管理转变为“管理企业”、强化镇级管理工作这一问题提出一些设想。
After the reform of the property rights system of township and village enterprises, the nature of the company, the main body of investment, and the composition of equity have all undergone great changes. The pattern of investment diversification, marketization of products, and the legalization of corporate governance structures are gradually taking shape. The enterprise is no longer an “appendage” of the government, and the enterprise management system linked by administrative subordination is losing its effect. The town government and cooperative economic organization can no longer use traditional direct methods to implement management, and must establish the link to property rights. A new management system that conforms to laws and adapts to the socialist market economy. This article puts forward some ideas on how the township government and cooperative economic organization will change from traditional enterprise management to “management of enterprises” and strengthen management at the township level.
