本文针对我国10年来集体合同制度推行困难且效果不佳的现实,分析原因,提出必须在劳动关系理论和实践的几个关键点位上有所突破。主要观点包括大胆承认劳资矛盾是市场经济下劳动关系的基本矛盾;明确和强化全体劳动者在集体合同制度中的主体地位;实现工会角色的根本性转变;大力推行由行业工会代表企业劳工方进行集体谈判的操作方式等。
In view of the reality that the system of collective contract has been difficult and ineffective in our country for 10 years, this article analyzes the reasons and puts forward some breakthroughs in several key points of the theory and practice of labor relations. The main points of view include bold recognition of the contradiction between labor and capital as the basic contradiction between labor relations in the market economy; the clear and strengthened working-class position of all workers in the collective contract system; the fundamental transformation of the role of trade unions; the vigorous implementation of labor unions represented by the trade unions Collective bargaining mode of operation.
