为贯彻中央关于节能、节材、降耗的精神,国家计委、国家科委从1989年下半年起会同有关部委编制了国家1989～1991年重点节能、节材、降耗推广计划。冶金部从100项节能节材降耗的项目中筛选出15项上报国家计委和科委。后经审定,其中5项被列入国家计委编制的首批28项推广项目中;5项被列入国家科委编制的首批37项推广计划中。
In order to carry out the spirit of the Central Committee on energy saving, material saving and consumption reduction, the State Planning Commission and the State Science and Technology Commission have, together with the relevant ministries, compiled the national key energy conservation, material saving and consumption reduction programs from 1989 to 1991 from the second half of 1989. The Ministry of Metallurgy screened 15 projects from 100 projects that used energy-saving materials to reduce consumption and reported them to the State Development Planning Commission and the Science and Technology Commission. After the validation, of which 5 were included in the State Planning Commission prepared the first batch of 28 promotion projects; 5 were included in the national science and technology Commission to prepare the first batch of 37 promotion plan.
