作为实施扶贫和生态移民最早的省份,从南部山区向黄河灌区,宁夏对于改善贫困人群的生活和保护山区生态环境都起到了重要作用。在新的形式下,宁夏移民面临着许多困难,土地的贫瘠带来很多问题。这需要调整产业结构以提供更多非农就业机会,增加移民资产,保护移入地区、土地流转地区的生态环境。国家为了保护农田资源和保障农民的生活,从法律、制度、经济等各个方面制定了一系列的政策。使得土地流转制度在农村地区广泛运行并且日趋完善,为保障农民的生活和国家的经济发展带来了积极作用。
As the earliest province to implement poverty alleviation and ecological migration, Ningxia played an important role in improving the living conditions of poor people and protecting the ecological environment of mountainous areas from the southern mountainous areas to the Yellow River irrigation areas. Under the new form, immigrants in Ningxia face many difficulties and the barren land brings many problems. This needs to adjust the industrial structure to provide more non-agricultural employment opportunities, increase immigration assets, and protect the ecological environment of migrating areas and land transfer areas. In order to protect the farmland resources and ensure the peasants’ life, the state has formulated a series of policies from various aspects such as law, system and economy. The land transfer system has been widely used in rural areas and has been perfected. It has played a positive role in safeguarding the peasants’ living and the country’s economic development.
