风险管理是技术问题,但更是战略问题,一切事故皆可避免,所有风险皆可控制,这是风险管理的最基本的理念。而这个理念的管理思路就是---对风险不能只是进行控制,而是要去进行管理。
Risk management is a technical problem, but it is more a strategic issue. All accidents can be avoided and all risks can be controlled. This is the most basic concept of risk management. The management idea of this idea is that the risk can not be controlled but rather governed.
