从公共产品属性角度出发,R&D属于混合产品应当由政府和市场共同提供。对R&D领域内基础研究、应用研究和试验发展三类具体的科技活动而言,各自公共产品特征的差别决定了政府对其支持范围和提供方式有所不同。针对当前政府支持R&D领域内三类科技活动的现状和存在问题,遵循三类科技活动公共产品范围界定和基本供给方式的规范性要求,研究提出政府支持R&D的基本制度框架与制度安排。
From the perspective of public goods attributes, R & D belongs to mixed products should be jointly provided by the government and the market. For the three types of specific scientific and technological activities in basic research, applied research and experimental development in the R & D field, the differences in the characteristics of their public products determine that the government is different in the scope of their support and the mode of supply. In view of the current government support status quo and existing problems of three types of scientific and technological activities in the R & D area, follow the normative requirements of the scope of public products and the basic supply of the three types of scientific and technological activities, and study and propose the basic institutional framework and institutional arrangements for government support for R & D.
