“十二五”以来,贵州省遵义市坚持筑牢特困人员的兜底保障底线,强化措施,创新机制,着力将全市敬老院打造成为农村特困人员幸福家园和农村养老示范基地。全市建成223所敬老院,在全省率先实现乡镇养老机构全覆盖,特困人员集中供养能力达100%,机构事业单位法人登记率为100%,农村特困人员集中供养率达65%。坚持基础建设标准化提升集中供养能力基础建设纳入民生工程。遵义市
