各自治州、市人民政府,各地区行署,各县(自治县、市、市辖区、特区)人民政府,省政府各部门、各直属机构: 自1997年5月以来,各级各有关部门认真贯彻《中共中央国务院关于进一步加强土地管理切实保护耕地的通知》(中发[1997]1l号)和《省人民政府关于开展非农业建设用地大清查工作的通知》(黔府发[1997]24号)精神,在全省范围内开展非农业建设用土大清查工作。一年多来,经过全省清查机构和国土管理部门的共同努力,我省的非农业建设用地大清查工作取得了显著的成绩。通过清查,摸清了全省非农业建设用地底数及利用情况,掌握了我省建设用地潜力;依法妥善地处理了1991年以来的土地违法行为,规范了建设用地管理工作,整顿了全省土地市场;强化了各级领导干部和广大群众依法管地、用地的法律意识,为新修订的《土地管理法》的顺利实施打下了良好的基础。
