自1998年以来,国家实施积极的财政政策,加大了国债资金的投入。吉林省经过积极努力,用国债资金建设了一批重点基础设施项目,带动了全省重点建设和投资总体规模的扩大,有效地拉动了全省经济的增长,1998年全社会固定资产投资完成420.8亿元,达到历史最高水平,一举扭转了自1997年以来下降局面。1999年全社会固定资产投资完成494.9亿元,比上年增长17.6％,增幅列全国第二位。
Since 1998, the state has implemented a proactive fiscal policy and increased its investment in treasury bonds. In 1999, the total social investment in fixed assets was 49.49 billion yuan, up 17.6% over the previous year, ranking the second in the country.
