我国开放档案的鉴定工作长期滞后,据调查资料显示,在我国各级综合档案馆,馆藏档案中开放的数量仅占总数的四分之一,大部分馆藏档案资源处于沉睡状态。已开放馆藏档案的利用率也并不高,一般仅为25%左右。在档案实际工作中,档案馆对行政机关及上级领导查档利用十分热情,有求必应,但对公众个人利用档案则不大热情主动,有时甚至消极应对,流于形式。查档需要提供目录,公众由于档案知识有限,提供的目录往往不够具体,这时就有可能被告知找不到。有
