本市西部地区的松江、金山、青浦、奉贤等4县是本市重要的商品粮、副食品及蔬菜生产基地之一。近年来,西部地区的工农业和旅游业发展较为迅速,国民经济生产总值在全市占有相当比重。为根治该地区的洪涝灾害,市政府决定自1996年起实施西部地区(包括上海市水利分片综合治理规划中的太北片、太南片、浦南东片、浦南西片、商榻片及浦东片的西部边界地区)防洪除涝配套工程建设,涉及34个乡镇,规划总投资约6.1亿
