一、组织机构与人事配备本院于今年二月底正式成立,全省各级司法机构应设三个监狱,九个分庭及九十六个县(市)人民法院,但因司法干部缺乏,现已正式成立者有陕西省、陕北两监狱,六个分庭,八十五县(市)人民法院外,其余均在继续建立中。省院与省监狱实编制工作人员为五十人,其它分庭与县(市)沙院干部配备据五月份六十二个单位的统计为四百五十六人,老干部占百分之四十九,新干部占百分之五十一。各县法院的干部一般的是除副院长与少数审判员外,其余都是新干部。加之各级司法干部极不健全,因而工作未能很好开展,致使人民中存在的许多纠纷与寃抑不能及时得到伸诉和解决。省院在这方面没有积极的迅速的加强组织领导和推进工作,是应当负责
I. Organization and Staffing The Court was formally established at the end of February this year.
