在当前影响社会稳定的群体事件中,群众集体上访已成为维护社会稳定中的一个非常突出而又亟待解决的问题。群众集体上访增幅迅猛,占信访总量和上访总量的比例越来越大。集体上访的形势非常严峻,很有必要深入分析研究、妥善处理。下面笔者就广州地区和番禺区的集体上访情况进行分析,以求对今后处理集体上访问题提出一些有益的建议。
In the current mass incidents affecting social stability, collective petitions by the masses have become a very prominent and urgent issue in maintaining social stability. The mass petitions increased swiftly, accounting for an ever-increasing proportion of the total number of petitions and petitions. The situation of collective appeal is very grim. It is necessary to analyze and study in depth and handle it properly. Here I analyze the situation of collective petitions in Guangzhou and Panyu areas in order to put forward some useful suggestions on the handling of collective petitions in the future.
