建设“创新型国家”已成为中国的国家发展战略,科技工作者是创新活动的主体,因此完善我国科技工作者薪酬激励体系对激发其创新积极性,提升国家创新能力和竞争力有着重要意义。文章首先从组织层面论述了完善科技工作者薪酬激励体系的基本原则、系统思考和方案设计,然后在政府和社会层面进行了探讨同时给出了政策支持的建议。
The construction of “innovative countries” has become China's national development strategy and science and technology workers are the mainstay of innovation activities. Therefore, it is of great significance to improve the salary incentive system for scientists and technologists in our country to stimulate their innovative enthusiasm and enhance their national innovation capability and competitiveness . Firstly, the article discusses the basic principle, system thinking and scheme design of perfecting the salary incentive system of science and technology workers from the aspect of organization. Then it discusses the government and society and gives the suggestions of policy support at the same time.
