84年5月我参加宝钢经营管理考察团访日,接触了一下当代日本钢铁工业的脉膊,得到了一些在国内未曾有过的感受。总的印象是:资本主义世界的经济危机,对钢铁工业有极为明显的冲击,一般钢铁企业的开工率为70~80%,甚至更低。日本有65座大型高炉,正在运行的只有39座。世界最大级高炉的福山钢铁厂开工率只有50%。面对这种世界性不景气的严峻局面,日本钢铁界采取前所未有的对策,结果使企业的管理水平、技术水平、经营水平不断提高,增强了竞争能力。这个应变过程及其应变能力,将在世界经济史上留下一页。
In May 84, I attended the Baosteel Management Delegation to visit Japan and touched the pulse of the contemporary Japanese steel industry and got some feelings I had never experienced before. The general impression is that the economic crisis in the capitalist world has a very significant impact on the steel industry. The average operating rate of steel enterprises is 70-80% or even lower. Japan has 65 large blast furnaces, and only 39 are in operation. Fukuyama Steel Works, the world’s largest blast furnace, has only 50% operating rate. Faced with this grim situation with a worldwide recession, the Japanese steel industry has taken unprecedented measures. As a result, the management level, technological level and management level of the enterprise have been constantly enhanced and their competitiveness enhanced. This contingency process and its resilience will leave a page in the history of the world economy.
