Dear Delegates: The Third Session of the Second Hunan Provincial People’s Congress was opened. The central theme of the conference was to sum up the work experience in the past year, implement the guidelines and policies of the CPC Central Committee and the Hunan Provincial CPC Committee on the rural people’s communes and the agriculture and the large food trade, discuss the work in 1961 and mobilize the people of the whole province Win the harvest next year and work hard.
